Please find attached a zip file containing all the files someone would need to allow the shut down to work as well a document explaining this. Also no powershell script was needed to make this work, the only "script" involved was the "StopTurnOff.bat" file we provided to all our users and all that this file contained was the following line: "C:\Windows\System32\shutdown.exe /a".
After thinking about it. the xml file in the folder does represent a "script", and can be used outside of group policy.
C:\Windows\System32\shutdown.exe /s /t 1800 /c "Run StopTurnOff located on desktop"
However this alone doesn't set it to a particular schedule, it needs to be used with group policy or task scheduler to do what we do.
